- PADA menjalankan kuasa yang diberikan oleh subperenggan 73(1)(b)(i) Akta Kerajaan Tempatan 1976 [Akta 171], Datuk Bandar Kuala Lumpur membuat, dan menurut seksyen 103 Akta tersebut, Menteri mengesahkan, undang-undang kecil yang berikut: Nama dan permulaan kuat kuasa
Seksyen 2
Dalam Undang-Undang Kecil ini, melainkan jika konteksnya menghendaki makna yang lain—
“meludah” ertinya perbuatan mengeluarkan apa-apa cecair dari mulut dan termasuk mengeluarkan apa-apa cecair dari hidung;
“tempat awam” hendaklah mempunyai erti sebagaimana yang ditafsirkan dalam seksyen 2 Akta Kerajaan Tempatan 1976 [Akta 171].
Seksyen 3
Larangan meludah
Tiada seseorang pun boleh meludah di mana-mana tempat awam melainkan di tempat yang dikhaskan untuk bersuci atau bekas yang disediakan untuk meludah.
Seksyen 4
Penalti
Mana-mana orang yang melanggar peruntukan Undang-Undang Kecil ini melakukan suatu kesalahan dan boleh, apabila disabitkan, didenda tidak melebihi

dua ribu ringgit atau dipenjarakan selama tempoh tidak melebihi satu tahun atau kedua-duanya.

Opening note
Preamble
- IN exercise of the powers conferred by subparagraph 73(1)(b)(i) of the Local Government Act 1976 [Act 171], the Commissioner of the City of Kuala Lumpur makes, and pursuant to section 103 of the said Act, the Minister confirms, the following by-laws: Citation and commencement 1.

These by-laws may be cited as the Prohibition Against Spitting
(Federal Territory of Kuala Lumpur) By-Laws 2017.

These By-laws shall come into operation on 15 March 2017.
Interpretation 2.
In these By-laws, unless the context otherwise requires—
“spitting” means an act of discharging any liquid from the mouth and includes discharging any liquid from the nose;
“public place” shall have the same meaning assigned to it under section 2 of the
Local Government Act 1976 [Act 171].
Prohibition against spitting 3.
No person shall spit in any public place except in a place designated for cleansing or into any apparatus provided for spitting.
Penalty 4.
Any person who contravenes the provisions of these By-laws commits an offence and shall, upon conviction, be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding one year or to both.

Revocation 5.
The Prohibition Against Spitting (Federal Territory of Kuala Lumpur) By-Laws 1991 [P.U. (A) 155/1991] is revoked.
