Civil proceedings
In regard to any suit or proceedings of a civil nature by or against the Council or the State Water Authority, the State Attorney-General or any person duly appointed or authorized by him shall represent, appear and plead on behalf of the Council in any court having jurisdiction over such suit or proceedings.
