(1)
If requisitions for the return of a fugitive criminal are received from more than one country, the Minister may, having regard to the circumstances of the case, return the fugitive criminal to such country as he thinks fit.
(2)
The Minister, in determining to which country the fugitive criminal should be returned, shall consider all the circumstances of the case and in particular—
(a)
the relative seriousness of the offence;
(b)
the relative dates on which the requests were made; and
(c)
the citizenship or other national status of the fugitive criminal and his ordinary residence.
