Section 63
(1)
The Commission may direct the owner or management corporation of any premises, or if the owner or management corporation cannot with reasonable diligence be traced, the occupier of the premises, to install or construct a private sewerage system or septic tank for the premises as the Commission deems necessary.
(2)
The cost of the construction or installation of the private sewerage system or septic tank shall be borne by the owner or management corporation of the premises, or if the owner or management corporation cannot with reasonable diligence be traced, the occupier.
