to the extent that the information is to be made available to the public under this Act;

in connection with the administration or enforcement of this Act or any proceedings under this Act;

in connection with any matter relating to professional disciplinary proceedings, to a body established under any law regulating a health profession;

to the person’s counsel, upon the person’s request where the information relates to any healthcare service provided to him; or

with the consent of the patient or legal guardian to whom the information relates.

Any person who contravenes subsection (1) commits an offence and shall be liable on conviction to a fine not exceeding one thousand ringgit.
