(2)
The Commission, in exercising the functions under subsection (1), shall take into account—
(a)
the objects of the Act;
(b)
the impact of the spectrum plan on existing users; and
(c)
any applicable international standards, conventions and agreements including, but not limited to, the International
Telecommunication Union and its radio regulations as agreed to and adopted by Malaysia.
