Section 40
(1)
Persons with disabilities shall have the right to have assistance on equal basis and recognition with persons without disabilities in situations of risk and humanitarian emergencies, including armed conflict and the occurrence of natural disaster.
(2)
The Government shall take all necessary measures to ensure persons with disabilities to have the right of assistance in situations of risk and humanitarian emergencies by way of legal as well as administrative mechanism.
