Section 53
(1)
The Secretary shall be responsible—
(a)
to manage the affairs of the Council;
(b)
to implement the decisions of the Council; and
(c)
to carry out any other duties as directed by the Council.
(2)
The Secretary shall, in carrying out his responsibilities, act under the power and direction of the Council.
