Section 12
Any person engaged in or about to engage in any industry or enterprise within the designated area who requires land for the establishment and carrying on of his business in such industry or enterprise may make application in writing in the prescribed form to the Authority.
(2)
Provision may be made by regulations under this
Ordinance with respect to the procedure to be followed in connection

with the submission and the terms and conditions of approval of such application.
