Chairman to have casting vote

Section 10
(1)
If on any question to be determined there is an equality of votes, the Chairman shall have the casting vote in addition to his original vote.
(2)
Where the Chairman is also the chief executive officer, he shall have no vote in his capacity as the chief executive officer.
