Section 12
(1)
If any oil, mixture containing oil or pollutant is discharged or escapes into the exclusive economic zone from any vessel, landbased source, installation, device or aircraft, the owner or master of the vessel, the owner or occupier of the place on land, the owner or person in charge of the installation or device or the owner or pilot of the aircraft, as the case may be, shall immediately report the occurrence of such discharge or escape to the Director General.

Any person who fails to comply with this section shall be guilty of an offence and shall be liable to a fine not exceeding ten thousand ringgit.
