Section 48
(1)
All fees payable under this Act shall be paid in such manner and within such period as may be prescribed.
(2)
Any fees payable and due to the Government under this Act shall be a debt due to and recoverable by the Government.

(3)
Any fees payable and due to a licensed person under this Act shall be a debt due to and recoverable by the licensed person.
