Section 23

An authorized officer may arrest without warrant any person who commits or attempts to commit, or whom the authorized officer reasonably suspects of committing or attempting to commit, any offence under this Act or any regulations made under this Act if such person refuses to furnish his name or address or furnishes an address out of Malaysia or there are reasonable grounds for believing that he has furnished a false name or address or that he is likely to abscond.
