Section 63

(1)
The Minister may, with the approval of Majlis
Mesyuarat Kerajaan Negeri, establish a Special Fund for the promotion, research and conservation of inland fisheries or fish resources in the State and to accord relief and assistance to persons involved in the fisheries industries in the event of outbreak of fish diseases or the occurrence of incidents or circumstances which necessitate such relief or assistance to be given.

(2)
The Special Fund established under subsection (1) shall be managed and administered by such person as the Minister may, with the approval of the Majlis Mesyuarat Kerajaan Negeri, appoint.
(3)
The Special Fund shall consist of such grant or financial assistance as the Government may provide, and any contribution, donation or gift that may be given by any other persons including persons involved in the fisheries industries or holders of any licence or permit.
