Section 21
Powers and duties of Chairman
The Chairman shall exercise supervision and control over the acts and proceedings of all officers and servants of the
Authority in matters of executive administration, and in matters concerning the accounts and records of the Authority and subject to any regulations made under section 24 or 29, dispose of all questions relating to the service of such officers and servants and their pay, privileges and allowances.
(2)
The Chairman may, subject to such conditions and restrictions as he may consider necessary, delegate the exercise of all or any of the powers or the performance of all or any of the duties conferred on him by or under this Act to the General Manager appointed under section 22:
Provided that no such delegation shall affect the exercise of any such power or the performance of any such duty by the
Chairman.
