Section 23

A foreign company may, prior to applying for registration under section 22, request that such registration be approved in principle and upon such request and on payment of the prescribed fee, the Registrar may, if he is satisfied that the company is eligible for registration under section 22, issue a certificate confirming his approval of the company being so registered subject to an application under section 22 being made within a period of six months from the date of the certificate.

The certificate of approval given by the Registrar under subsection (1) shall not relieve the foreign company to whom it is issued from complying with the provisions of section 22 on a subsequent application for registration.
