Section 34
Notwithstanding section 32, the licensing authority may, where the licensing authority thinks fit, at any time direct that any

fuel or the proceeds of sale thereof, or any conveyance, machinery, contrivance, equipment, book, record, document or other article seized under this Act be released to the person from whose possession, custody or control it was seized.
