Section 10

Any vessel lying alongside any wharf shall provide safe and proper means of access to the satisfaction of the

Wharf Superintendent, such means to be fitted with manropes and appliances including adequate illumination from sunset to sunrise as may be necessary for the convenience and safety of persons authorized to pass between the vessel and the wharf.
