Section 3
No vessel shall approach or lay alongside any wharf or alongside any vessel berthed on any such wharf without the permission of the Wharf Superintendent. Twenty-four hours’ notice shall be given to the Wharf Superintendent prior to the departure of any vessel of more than one hundred gross registered tons.
