Section 22

Government shall in no case be liable for loss or damage to any goods, vehicles or equipment, or injury to any person on a wharf or in a port area, such loss or damage being due to an act of God or civil commotion or in any other case, unless such loss or damage shall have been caused by the negligence or misconduct of a servant of Government.
