Section 43

The owner, person in charge and driver of every vehicle used for the conveyance of petroleum shall be responsible for carrying out the provisions of rule 42 and every such person shall take all reasonable measures to ensure

–

(a)

that any person employed by him in connection with such conveyance is acquainted with the provisions of such rule; and

(b)

that such provisions are carried out.
