Section 12
The Board may refuse to effect any registration—
(a)
if it is of the opinion that the applicant will be unable to comply with or to fulfil any of the standards or conditions prescribed;
(b)
if the application is made by or on behalf of a person whose registration has been cancelled under section 23.
