Section 100

A local authority by its officers, servants or agents may enter any premises in its area at all reasonable times for the purpose of examining as to the existence of any nuisance there and may if necessary open up the ground of any premises and cause the drains thereof to be tested, or do such other work as may be necessary for the effectual examination of the premises:

Provided that if no nuisance is found to exist on the premises the local authority shall, at its own expense, restore them to the condition in which they were prior to examination.
