(2)

A local authority which has given to any person such notice as aforesaid shall, if so required by such person within fourteen days of its decision give to him, not later than seventy-two hours after receiving the requirement, a statement of the grounds on which its refusal was based.

(3)

A person aggrieved by the refusal of a local authority to grant a licence under section 106 may, within fourteen days of the receipt by him of the grounds for such refusal appeal to the Minister whose decision shall be final.
