(1)
The Director shall prepare and keep under continual review fisheries plans based on –

(a)
the best scientific information available and designed to ensure optimum utilization of fishery resources, consistent with sound conservation and management principles and with avoidance of overfishing; and
(b)
overall national and state policies, development plans and programmes.
(2)
Each fisheries plan and each modification or revision thereof shall be implemented after approval by the Minister.
