Section 21
(1)
A self-employed insured person who is entitled to a permanent total disablement benefit under section 18 shall also be entitled to a daily constant attendance allowance at the rate and in the manner as prescribed, if and so long as he is so severely incapacitated as to constantly require the personal attendance of another person.
(2)
The existence of the degree of incapacity qualifying a self-employed insured person for a constant attendance allowance shall be certified by the medical assessor or the Appellate Medical Board, in the manner as prescribed.
