State Honours Enactment 1963

There is hereby established an Order of Chivalry which shall be styled Darjah

Yang Amat Mulia Kinabalu (The Most Illustrious Order of Kinabalu).

The Yang di-Pertua Negeri shall be the Patron of the Order and shall, without the necessity for appointment, be a member of the First Grade of the Order having and enjoying all the rights and privileges hereinafter conferred upon members of the said Grade, but shall take precedence over all other such members.

Persons who have become members of the First Grade of the Order by virtue of their holding the office of Yang di-Pertua Negeri shall, upon ceasing to hold such office, continue to be such members but neither they nor the Yang di-Pertua Negeri shall be included in the numbers laid down in subsection (2) of section 4 of this Enactment.

Grades of the Order.

There shall be four Grades of the Order namely –

First Grade - Sri Panglima Darjah Kinabalu;

Second Grade - Panglima Gemilang Darjah Kinabalu;

Third Grade - Ahli Setia Darjah Kinabalu;

Fourth Grade - Ahli Darjah Kinabalu.

The maximum number of persons appointed to the First Grade shall be two hundred, to the Second Grade one thousand and six hundred and there shall be no limit to the number of persons who may be appointed to the Third Grade and the Fourth Grade.

Qualification of members.

The Star of the Order of the First Grade shall be a five-pointed Star in gold engraved with radiating grooves and cross-cuts three inches in diameter, radiating from between the base of each of the five points a three-pointed fan groove of white enamel with gold edges and six gold stripes radiating from the base thereof; the centre of the Star is a circular white and dark blue enamel bearing an engraving of the Motto and State Crest respectively.

The Star of the Order of the Second Grade shall be a five-pointed Star in Gold engraved with radiating grooves and cross-cuts three inches in diameter with a circular white and dark blue enamel centre bearing an engraving of the Motto and State Crest respectively.

Badges of the order.

The Badges of the Order of the First Grade and the Second Grade shall be gold circular in shape consisting of the thirty-two long and medium pointed rays, a circular white and dark blue enamel centre bearing the Motto and the State Crest respectively.

The Badge of the Third Class of the Order shall be silver, circular in shape, with silver-chipped rays bearing on the obverse a ten-pointed Star of white enamel with silver edges, between the points of which are the crescents and the five-pointed stars; the centre of the Badge bearing an engraving of Mount Kinabalu and the Motto and on the reverse the

State Crest.

The Badge of the Fourth Grade of the Order shall be silver, circular in shape, with silver-chipped rays bearing on the obverse a ten-pointed Star of white enamel with silver edges and the centre an engraving of Mount Kinabalu and the Motto and on the reverse the

State Crest.

The Riband.

The Riband of the Order of the First Grade shall be in equal vertical stripes one and three-eighth inches in width of red white and red colours with a thin blue stripe one-eighth of an inch in width dividing the white colour equally in the centre.

The Riband of the Order of the Second Grade shall be in equal vertical stripes one and three-eighth inches in width blue white and blue colours with a thin red stripe one-eighth of an inch in width dividing the white colour equally in the centre.

Titles of members of First Grade and Second Grade.

Gentlemen and Ladies upon whom has been conferred the honour of being appointed to the First Grade of the Order may on all occasions have, use and enjoy the appellation and style of “Datuk Seri Panglima” before their names, and Ladies whose husbands have been so appointed may on all occasions have, use and enjoy the appellation and style of “Datin Seri Panglima” before their names.

Gentlemen and Ladies upon whom has been conferred the honour of being appointed to the Second Grade of the Order may on all occasions have, use and enjoy the

appellation and style of “Datuk” before their names, and Ladies whose husbands have been so appointed may on all occasions have, use and enjoy the appellation and style of “Datin”

before their names.

Insignia to be worn by members of the First Grade and the Second Grade.

The Yang di-Pertua Negeri shall appoint a member of the First Grade of the

Order to be the Chancellor of the Order and a fit and proper person to be the Registrar of the

Order.

The Chancellor and the Registrar shall hold their offices at the pleasure of the

Yang di-Pertua Negeri but may at any time resign therefrom by written notification of such resignation addressed to the Yang di-Pertua Negeri.

Duties of Officials.

The Chancellor shall have custody of the Seal and shall affix the same to, and shall countersign, all Warrants issued under the hand of the Yang di-Pertua Negeri under the provisions of this Enactment.

The Registrar shall record all proceedings connected with the Order in a

Register to be kept for that purpose and shall, under the directions of the Chancellor, prepare all Warrants and other Instruments to be passed under the Seal.

Cancellation and annulment of appointment.

The Yang di-Pertua Negeri may, on the recommendation of the Chief Minister, by Warrant under his hand cancel and annul the appointment of any person to any of the

Grades of the Order.

Where the appointment of any person is cancelled and annulled under the provisions of this section such person shall return to the Registrar the Insignia theretofore worn by him.

Return of Insignia of promoted members.

There shall be two Classes of Medal of the Order namely –

First Class - Bintang Setia Kinabalu;

Second Class - Bintang Kinabalu.

The Medal shall be of silver gilt bearing on the obverse an engraving of Mount

Kinabalu and the Motto and on the reverse the State Crest.

Award of Medal.

The Yang di-Pertua Negeri, on the recommendation of the Chief Minister, may award either Class of the Medal of the Order to any person who has rendered or shall hereafter render meritorious and faithful service to the State.

There shall be no limit to the number of persons to whom the award of either

Class of the Medal of the Order may be made.

Wearing of Medal.

The Yang di-Pertua Negeri may, on the recommendation of the Chief Minister, cancel the award of either Class of the Medal of the Order to any person.

Where an award of either Class of the Medal of the Order is cancelled under the provisions of this section, the person concerned shall return to the Registrar the Medal

theretofore worn by him.

Medal to be returned on promotion to a Grade of the Order.

A person to whom a Certificate of Honour has been awarded shall be entitled to receive a Medal in silver bearing on the obverse the State Crest and on the reverse the words "PERKHIDMATAN TERPUJI" which mean “For Meritorious Service”.

The Medal shall be worn on the left breast suspended from a ribbon one and one-quarter inches wide containing three equal vertical stripes of red, white and blue, the central white stripe being edged on one side by a narrow gold stripe and on the other side by a narrow green stripe.

Withdrawal of Certificate.

The Yang di-Pertua Negeri may, on the recommendation of the Chief Minister, cancel the award of a Certificate of Honour to any person.

Where an award of a Certificate of Honour is cancelled under the provisions of this section the person concerned shall return such Certificate and the Medal received therewith to the Chief Minister.
