Section 28A
(1)
No person shall use or permit to be used any land or building, other than in conformity with a district or local plan.
(2)
Subsection (1) shall not apply to the use of any land or building for the purposes

described in paragraph (d) of subsection (2) of section 28B.
(3)
Subsection (1) shall not affect the continuance of the use of any land or building for the purposes for which and to the extent to which it was lawfully being used prior to the date of coming into operation of this Part.
