Section 28I

Where it appears to the Local Authority that any development or use of land or building has been undertaken or carried out or being carried out in contravention of section 28H, the

Local Authority may at any time serve on the owner of the land or the occupier connected therewith or both of them an enforcement notice requiring any or both of them within such period as may be specified therein to comply with the requirement of the enforcement notice, provided that nothing in this section shall be construed to preclude the prosecution of any person for an offence under that section.
