Section 38

(1)
All moneys, other than penalties or fines, payable or recoverable under this Ordinance shall be recoverable at the suit of the water supply authority together with interest thereon at a rate of eight per cent per annum or such other rate as may be determined by the
State Water Authority; and any judgment given or order made in any court thereon shall be enforced in the same manner as that in which any judgment or order may be enforced in any other action in such court.
(2)
In any such action, a certificate, purporting to be under the hand or seal of the water supply authority, that any sum of money is due to the water supply authority shall, until the contrary is proved, be evidence of such debt and of the non-payment thereof.
