Appointment of Secretary of the Council

(2)
The Council, with the approval by the Minister, may appoint a Secretary of the Council on such terms and remuneration or allowance as the Council may deem fit.
(3)
The Secretary of the Council shall have custody of the Seal of the Council and its official records and shall be responsible for—
(a)
recording and executing the decisions of the Council and the general administration of its affairs;
(b)
preparing annual budgets and estimates of expenditure of the Council for approval of the Council; and
(c)
performing such other duties as the Council may from time to time determine or as the Chairman may from time to time direct.
