Section 13
Where the applicant has been served with a notice in Form 5 the Court shall not make an adoption order or an interim order unless –
(a)
the infant has attended personally before it or it appears that there are special circumstances making the infant’s attendance unnecessary; and
(b)
the Court is satisfied that the infant has been informed of the nature of the order.
