Section 11
(1)
Every member present at a meeting of the Council shall have one vote.
(2)
If on any question to be determined by the Council there is equality of votes, the Chairman or, in his absence, the alternate
Chairman, shall have a casting vote in addition to his deliberative vote.
(3)
All matters to be decided by the Council shall be decided by a majority of votes.
