Section 41
A board, commission, committee or similar body (whether corporate or unincorporate) established by or under a written law may act notwithstanding any vacancy in its membership; and its proceedings shall not be invalidated by—
(a)
any defect afterwards discovered in the appointment or qualification of a person purporting to be a member; or
(b)
any minor irregularity in the convening or conduct of a meeting; or
(c)
the presence or participation of a person not entitled to be present or participate.
