Section 46
(1)
The Yang di-Pertuan Agong or a Minister, where an appeal is made to him in pursuance of any written law, may appoint a committee (which shall not include the person from whose decision the appeal is made) for the purpose of hearing the appeal and tendering advice as to the decision which should be made thereon.
(2)
The Yang di-Pertuan Agong or a Minister shall not be bound to accept advice tendered under subsection (1).
