Section 20

Where an Enactment which is not to come into operation immediately on the passing thereof confers power to make any appointment, or to make subsidiary legislation, or to issue notices, or to prescribe forms, or to do any other thing for the purposes of such Enactment, such power may, unless the contrary intention appears, be exercised at any time after the passing of such Enactment:

Provided that nothing done in such exercise of such power shall, unless it is necessary for bringing the Enactment concerned into operation, have any effect until the Enactment comes into operation.
