Section 24
Where an Enactment confers powers to make any subsidiary legislation or to make or issue any instrument not having legislative effect, expressions used in such legislation or instrument shall, unless the contrary intention appears, have the same respective meanings as in the Enactment conferring the power, and any reference in such legislation or instrument to “the Enactment” or “the Ordinance” shall be read as meaning the Enactment conferring such power.
