(1)
Subject to any express provision in any Enactment, where power is given to the
Yang di-Pertua Negeri to make subsidiary legislation any such legislation made by him shall take precedence over any subsidiary legislation made by any other authority empowered to make such legislation in respect of the same matters, and where any such subsidiary legislation conflict the legislation made by the Yang di-Pertua Negeri shall prevail.

Chief Minister or a Minister to make subsidiary legislation any such legislation made by him shall take precedence over any subsidiary legislation made by any other authority, other than the Yang di-Pertua Negeri, empowered to make such legislation in respect of the same matters, and where any such subsidiary legislation conflict the legislation made by the Chief
Minister or Minister shall prevail.
