The Minister may require any Authority to forward to him, or to such officer or officers as he may direct, copies of any minutes of such Authority and may appoint any person or

persons to make an inspection of the whole or any part of the affairs of such Authority and any person so appointed shall have the powers of commissioners under the Inquiry

Commissions Enactment, 1981 [En. 13/1981.].
