Section 133

Any person who wins minerals by panning, prospecting or mining without a licence or lease issued or granted under this

Ordinance shall be guilty of an offence and shall, on conviction, in addition to any other fine or term of imprisonment imposed under this

Part, be ordered to pay to the Government—

(a)

a sum not exceeding five times the royalty payable in respect of any minerals unlawfully taken; and

(b)

a sum not exceeding three times the value of such minerals, and any sum ordered to be paid shall be recoverable as a debt due to the Government.
