Section 24
A Sarawak Administrative Officer, Chief, or any other person who exercises jurisdiction in a Native Court may⎯
(a)
issue a warrant of arrest; and
(b)
either verbally or in writing summon any party or any witness who may be required in any case:
Provided that⎯
(i)
a warrant of arrest shall be endorsed by a Magistrate;
and

(ii)
if the person on whom a summons is to be served resides outside the jurisdiction of the Court, the summons shall be in writing and shall be endorsed by a Magistrate.
