Section 17
(1)
Any party may apply to the Court for an order for substituted service of any document or summons if -
(a)
in the case of a document which by virtue of any provision of these Rules is required to be served personally on any person, it appears to the Court it is impractical for any reason to serve such summons personally on that person; or
(b)
in the case of a summons which is sent by prepaid registered post, such summons is returned undelivered for any reason.
