Section 43
(1)
The estimate as sanctioned by the Commission shall be submitted to the Minister, who may at any time, within one month after receipt of the same, disallow any item of capital expenditure or expenditure in payment of general establishment charges appearing in the estimate or any portion thereof, and return the same for amendment.
(2)
The Commission shall, if the estimate is so returned by the
Minister, forthwith proceed to amend the same, and shall resubmit the estimate so amended to the Minister.
