(2)
If the Commission considers that such an increase of rates is for any reason inexpedient, it may, within thirty days of the receipt of the order, refer the question again to the Minister for further consideration, with an explanation of the reasons for which it considers the order inexpedient.
(3)
If within three months after an order has become binding on the Commission, the Commission does not comply with the same, the Minister may, by notification in the Gazette, increase the said rates or any of them.
(4)
Such a notification shall have the same force as if a new scale of rates to the same effect had been duly framed, confirmed and published under sections 32, 33 and 34.
