(2)
A person who does any preparatory to or in furtherance of the commission of any offence under this Act shall be guilty of that offence and shall, on conviction, be liable to the punishment provided for that offence:
Provided that any term of imprisonment imposed shall not exceed one-half of the maximum term provided for that offence.
