Section 3
—
(1)
Subject to any general or special direction by the
Minister, this Ordinance shall, in any area in the State, be administered by the local authority having jurisdiction in that area.
(2)
In the exercise of its powers and functions under this
Ordinance, a local authority shall have such authority or powers as may be conferred on it by the Local Authorities Ordinance, 1996
[Cap. 20], or any other written laws.
