Non-application of Act to University established in the national interest, etc.
of Universities and University Colleges Act 1971
The provisions of this Act shall not apply to any higher educational institution with the status of a University which is authorized to be established by an order made by the Yang di-Pertuan
Agong under subsection (2) and any private higher educational institution conferred with the status of a University or University
College under the Private Higher Educational Institutions Act 1996.

The Yang di-Pertuan Agong may, on the advice of the
Minister, by order published in the Gazette, authorize the establishment of any higher educational institution having the status of a University, whatever its name or style, if he is satisfied that it is expedient in the national interest that such higher educational institution should be established.
