The inlet pipe of every flushing cistern or range of flushing cisterns not being automatic flushing cisterns and of every storage cistern or range of storage cisterns, shall be fitted with a ball tap, a float-operated valve or some other effective means of controlling the inflow of water, so designed as to prevent overflow.
