Section 12
(1)
A person may apply for a licence or permit to be granted to him by submitting to the licensing officer an application in such form and manner as determined by the Director General.
(2)
A person may apply for a special permit to be granted to him by submitting a written application to the licensing officer stating the grounds for making the application.
(3)
An application under this section may be withdrawn at any time before it is approved or refused.
