Section 31

The Chairman, a member of the Council, the Implementation and Coordination Committees, a committee, the Chief Executive or an officer of the Council, authorized to sanction such expenditure from the Fund shall be bound to observe and have regard to all conditions and restrictions imposed by the Council and all requirements, procedures and matters specified by the Council.

The authority to sanction expenditure from the Fund delegated under this section shall be performed and exercised in the name and on behalf of the Council.

A delegation of the authority to sanction expenditure from the

Fund under this section shall not preclude the Council itself from performing or exercising at any time any of such delegated function.

Conservation of the Fund
